You can check the target for an open port via IP and nmap and infiltrate if it is open. ( I'm not sure about that )
If not, we'll be able to do it.
-Location can be partially found, as you say. will provide the closest location information to the desired location..)
-Ping can be discarded.
-DDoS can attack.
(Open scanning is possible.)
-OSINT Scan Can Be Performed.
IP ile nmap üzerinden hedefin açık portu var mı diye kontrol edip açık varsa sızabilirsiniz. ( Bundan emin değilim )

-Konum, dediğiniz gibi kısmen bulunabilir. istenilen konuma en yakın konum bilgisini verecektir..)
-Ping atılabilir.
-DDoS saldırısı yapabilir.
